Phil,
You can review past forums for ideas for repainting your carryall. I have been working on mine off and on for 17 years (more off than on). I decided to strip it down to bare metal and start over, since the existing paint was in bad shape.
Personally, I like to treat the bare metal with phosphoric acid to kill the rust and etch the metal. Other people use self etching primer, rust converting primer, etc. I enrolled in an adult education autobody class at a local high school. The cost is nominal (or cheap) and you can learn as much in 10 weeks than you would in many years.
By the way, my wife like Korean War olive drab (semigloss), which is the color I am painting the carryall, and is the color of my WC12.
