Paint Prep , Id numbers carryall

Have a carryall I need to get painted , have sanded two test areas, is shiney but has some black spots, doesn,t appear to be pitted.What would you do ? sand and neturolize metal prime and paint (any suggestions on products?) or sand blast prime and paint? PS.can anybody interput these numbers that are bareley visiable on hood. USAF
