I was lucky in that all steel above the line where I cut the panel out was perfect except for surface rust on the inside. Since the steel was good at the cut line, I was able to flange it to fit the new panel. I agree with steel thinned by rust, a Mig will blow thru. You could weld it with Tig since you have much better heat control. However it would not be strong with the thinned steel.
The only way I can think of for a proper repair would be to cut bacl to good steel and fab new steel to replace the bad. Or if you could find another vehicle for a donor that was good in those areas, cut out the bad area and replace. Repairing areas as shown in your picture is difficult and takes a lot of time and Irish Cream.
