If you are going to put it on, put it on now. It is possible to fit it while in place but it's not easy.

They always fit, but do yourself a favour and check the sealing on the operating lever shaft, then do a 'by the book' installation including any metal shims that are needed to get the right standoff between the gears. Yes, they do disengage, but if you don't have the right shinned gap you can hear the shaft complaining.
