Radiator overflow tank???

Here's my question of the day...Was this actually an option & why? That would be like making an oil cap optional...who'd pay extra for it unless there was some benefit?
Next, how did it work? I understand how they work on a modern vehicle with a pressurized cooling system, but how would the reservoir be able to transfer coolant back to the radiator when it cannot create a vacuum?
