To test a questionable component, hook a voltmeter in parralell to it. It should read 12 volts when off (one side to batt, other to coil), 0 volts when on (since both sides are now hot), showing no resistance- or maybe 1/2 volt.
But when cranking, your solenoid does the switching to the second side of the ballast resistor. Have you ever known it to start as you release the key ? then it is the resistor/solenoid circuit.
