I was making a general statement, as many states I checked do not keep old records.
But some still do, and in those cases, people should be able to see if that tag and frame number go back, but it still would take a trained eye to see if the truck was ever modified, to my mind a better test anyway.

I got a couple dustings here in WI, nothing more yet. I am headed out to the yards today, hope it gets warm!
