I would use a sheet metal drill. It looks like a wood spur bit drill. It has a sharp point in the center which keeps the bit from wandering and does its cutting at the outside diameter of the bit. Use maybe a 3/8 diameter drill bit . You drill until you get through the pocket and stop. You may have to pry off the pocket depending on how well you drilled. Then grind the area where the spot weld was smooth.
