FF carbureator

Having erratic rpm behavior from my 48 B1. It has the 230 6 with the one bbl carb. When I step on the gas pedal the rpms rise and then drop then rise and then drop. I took the carb apart and cleaned it but don't know what to look for that would cause this. It's back on the truck now and has the same problem. Need some advice please.
