I saw trucks like that selling for $17,000 or so(some less) when I was down in OK, and I agree, if it has both hitches, it has been used!
72,000 miles is about time for the tranny to blow 5th if it has been towing, and 99s tend to blow injection pumps between 80,000-100,000 miles.
Heck, 99s set up like mine are selling for $21,000 in some places!
But if you know and are comfortable with the history of this truck, and are able to get them down to $19,000 or so, I would buy it.
I have heard BAD things about 99s in terms of injection pumps, so I for myself I would try and find an early 98 with a 12V, or a newer truck that still had a warrenty.
