low compression on a cylinder indicates a problem
are you sure it is a lifter making the noise?
if so can you identify which one it is ??
use a stethascope (automotive type)
if so have someone crank engine and watch the
lift on each lifter
if a cam lobe is flat that lifter will not rise as much as the others
check everything before you "tear down"
