I would use Fleetweld 37, a 6013 rod that is easy to use. I do not advise welding the frame. On the axle housing I would skip weld and not run one long continuous bead so you don't warp the housing. Amperage and electrode size will have to be determined by material thickness. If its a heavy truck housing I would use a 3/16 electrode at 180 amps. If you try to weld 1/4 plate to a 3/16 frame that setting would be too hot. I would try to bolt the bracket to the frame if possible.
