We made a mistake a few years ago --- we just wanted to scrub clean our floor with an industrial cleaner and a floor buffer. One of our commercial customers gave us an actual stripper that unknowing to us stripped the "natural" sealer off the cement and for several years, like you, we battled the cement dust and the floors were hard to clean and asorbed spilled oil like a sponge.
On my own, I finally deceided that enough was enough and deceided to scrub the floor proper and re-seal it.
After scrubbing for hours with a floor buffer, I used a sealent available at Home Depot. Luckily it spread like water because I was beat from the immense job of cleaning.
Two "mistakes" I made was it was a cool day and didn't dry well thus the second coat turned the floor dark. (Maybe it was supposed to anyway). The second was the sealent was oil based and now anytime gasoline, or WD-40 is spilled on it, it strips the sealent off leaving a brown "ring" around the spill. Mineral spirits doesn't bother it.
