You should be able to get a cap from A.B. Linn or Vermont Salvage or VPW. Is this something that has started all of a sudden or has it been getting worse? Have you recently worked on the drive train? Is your emergency brake band dragging on the drum?
Although compression is a little low, my guess is it may be a fuel related problem where the engine is starving for fuel. Now that you have replaced some of the electrical parts, I would start by making sure all manifold bolts and carb mounting bolts are tight. Check the fuel filter to ensure it is clean and continue checking the various other parts.
