Hi Sean,
If you run in water you shouldn't have those vents down there anyway, which is probably why that goof-ball pinched it shut. Get a fitting for each axle housing and run those vents two or three feet higher than the axle using fuel line. Then you can install a inexpensive plastic check valve at the end of the hose. If you (beg my pardon) look at a Jeep you will see that they do this now from the factory.
