You are correct, the headlight door screw was placed at the 3 O'clock position at the factory for whatever reason, and my guess was when assembling the headlight, it was laid so the two attachment screws were at the 3 O'clock and it was just easier to install the door at the 3 O'clock. Something changed to cause the screw to be placed at the bottom of the door, maybe a supplemental to dealers, see repair manuals civilian/Military at the link.
