Interesting. I have never noticed them before. I checked mt trucks and the 51PW has both sides rubber pads in place. My WC53 has the driver’s side pad in place but is missing the passenger side one. The rivets are there on the passenger side with the lower one being quite loose which means the rubber pad is not there. However, the top rivet is tight so part of the pad may still be there.
