Could be a grounding issue, make sure the connectors at the terminals are clean. Are you sure the wires going from the gauge to the sending unit are in good shape. Is the tank where the sending unit sits free of rust and dirt? Is the sending unit new or old, if old is the winding on the coil worn/shorted?
