positioning the bed cross member question

Hey guys I have all of my bed for my 1950 B2 mounted now and all seems very good and flat but with that said what is the secret for positioning the crossmember that fits over top the fuel tank? Its a free standing crossmember and has the rubber piece that attaches to the crossmember to support it and depends on the bed wood to hold it in place. I dont have room under it for anything more than about 1/4" rubber pad under it but it needs to go higher to clear the tank yet any higher and it hits the underside of my fender in the bed way to hard. Where is the happy medium on this piece??
