I would say yes to using Penetrol as a primer depending on what type of paint your going to put over it, I know the Gilliespie adheres to it very nicely. I did this on my (bare) bed and under sides of my fenders though I then painted over it with Red Oxide but nothing has lifted in over 3 years. If the paint on your truck is in good shape and doesn't have a million coats on it then just sand it and paint over it. Trouble I have with OLD,THICK paint is that after you fair it out to the metal the leading edges will start to peel back when the solvents from the primer/paint hit it but since your putting on penetrol I doubt it'll have this affect. I did not sand blast my Deuce, I was lucky as my Deuce came from the factory in 24087 (semi-gloss) and had only been painted once ( early 70's four camo scheme ) so the truck had never been Carc'ed which is one of the reasons I bought it. I used a 3500psi pressure washer on it which blew all the loose stuff off ( and some of the hard stuff also!) I then took a DA and sanded the sheet metal, hit some spots OSPHO then penetrol,primed and painted. I did sandblast some small rusted area's on the fenders. I have used 6 gallons to date and still have to paint the inside of the bed so I would say to order 7 gallons ( though Rapco will make a better deal on 8 ).
