The part you mention is NOT strong enough to hold a seat belt anchor in the event of a collision. And I think it would be very difficult to add enough material in that area to make is strong enough.
I installed 3 point seat belts in my 6x6. I ended up reinforcing the B pillar just behind the door jamb and attaching the shoulder harness anchor there. I would prefer that it were back another 2", but I couldn't figure out a way to put it there and make it strong enough. Regardless, I think it's a big improvement over just a lap belt.
