most likely, the check valve built into the mechanical fuel pump is stuck open causing the fuel to siphon back out of the carb. pull the pump and clean ports thoroughly with carb cleaner to get any grit or varnish out. if the check valve is working the fuel will not siphon back thus the carb will stay full.
