If you placed the jack under the spring to relieve tension, you placed it in the wrong place, that will maintain tension. You have to jack up the frame and let the spring hang free to take off the weight tension, and that will rotate the spring bolt or pin. You can use a blunt punch or bolt and hammer to drive the pin inwards to free it, usually rusted in the shackle, spray some penetrating oil, and then back the pin out using the bolt.
