The rims don’t look too bad. A light blasting should clean them up followed by a good epoxy primer and paint.
I am not sure if the rings are suppose to be flat or not. Looking at your pictures they don’t look badly corroded but it is hard to tell from your pictures. I can’t tell if the shiny spots are rust holes or tool marks from dismounting.
I actually mounted my own tires and then took them to Les Schwab and they put them in a cage to inflate them.
I don’t know if you can use different rings on your rims. I heard comments both yes and no. You need to look into that if your rings are toast.
