Inside or outside the sending unit depending the year is a resister that controls the ohms for reading the fuel level. A gauge that has experienced a lot of up and down motion will wear the brass coil wire or rapping causing them to fray out and short the unit once contact between wires is made. You can connect another sending unit external for testing to determine if the one in the tank is bad.
