Fuel Gauge inop

The fuel gauge on my '51 FFPW is inop.
Showing empty.
I have 12v from the ign sw to the left side of the gauge, and ~12v out on the right side. I ASSUME the right side wire goes to the sending unit (right?)
and i assume the other wire from the sending unit goes to chassis ground (right?)
Can anyone give me a list of troubleshooting steps?
