Here's my $.02.
CAREFUL heating of the undercoat with a propane torch (keep the fire extinguisher handy, and it sure smokes and stinks!) will soften the stuff enough to allow it to be easily scaped off. Follow with kerosene rubdown to get the residue off. POR-15 is a great foundation for topcoats, but don't leave the POR-15 exposed to sunlight. UV will ultimately damage it.
