You have what I would call static tension, it doesn't change, nor react to movement of the drum. It may not make much difference to most, but it does when using the winch. When you have the brake pulled away from the drum in a pull, there is no tension on the drum to keep moving winch parts tight against each other when cable slack is experienced. This can result in parts being damaged from a sudden tension on the cable. I have no explanation for the procedure although I'm sure OEM writers copy from one application and applied it to others not considering differences. I normally try to back up what I provide on the forum with a source of authority, I try not to provide incorrect information.
