What vehicle are you working on?
The new computer controlled alternators might behave differently i spent a couple months trying to diagnose an alternator issue on a ford explorer that was computer controlled and it was way hard to pin down.
I would expect the alternator to go into a charge mode if the load was large enough.
I wonder if the volt meter would give different readings depending on where you have it attached, I usually connect the volt meter to the output on the alternator so i can watch the charge cycles.
