1/2 ton WC question

Do the 7/16" flat washers go up against the bolt heads or on the inside next to the lockwashers ? This is for mounting the radiator guard to the side panels on a WC 1/2 ton. Took the guard off for the repaint and forgot to take pic's as to hoe the wastes are set up. The guard takes 8 of them along with the locks and nuts. Just want to do it right. Thanks in advance.
