If you have a smaller sanding drum with a slit you can wind a layer of cloth around and then wind emory paper between the layers of cloth till it a snug fit. Done this for desperation fixes when the right tools were somewhere else.

On smaller holes we always used drill bits as the grab the cloth nice.
