Rpm PW

I have been driving a 1960 Power Wagon for the last few days , this is my first time driving one . I own one a 55 but it is not driveable as of yet. Here is the question,
my info rates the horse power at 3600 rpm,but this truck will not rev beyond 2200 rpm.
Is this normal ? I don't recall what the govonor is set at but this truck feels like it is about to come apart at 2200, I think I would be scared to see 3600.
In fourth gear max rpm is 2200 is this correct or is there a problem?
