230 Engine Manifold Fasteners

I am using new hardened studs and new brass nuts to install the exhaust/intake manifold assembly. I found these beveled brass washers and tapered split nuts mixed in the old fasteners that came off. I see in the parts manual these go on the outside studs but can not find any reason for them in the service manual. Any suggestions?
