Split Rim Question

I'd like to touch up and get rid of the surface rust on the split rims. 9x16 tires are on rims. Can I sandblast the rim and split ring without any danger? Should I let most of the air out to take pressure off? If I have to I'll just sand it cause I don't want to take the tires off but blasting would do a better job...looking for advice/warnings from the experts on these rims. Thank you. Guy(NH)
