Look for a sticky pressure valve and dirt in the reservoir.
Next thing is to check the fluid at the hydroboost lines if there is such an animal in the system. It is also possible to have a partially collapsed or blocked line- it restricts flow at low pressure and not at higher pressure. this would all check out with a pressure guage and a mechanic with a brain.
