This spacer, like the one I have is designed to be used with two dually wheels per axle. The spacer gets bolted directly to the axle flange. It does not go between the wheels. The inside wheel then gets fastened using the inner Budd nuts. The outer wheel is then mounted using the outer Budd nuts. There sould be adequate wheel to wheel clearance using 9.00 - 16 tires. If additional clearance is needed a spacer could be added between the wheels and longer Budd nuts used.
