States do NOT know or care about other states rules. Case in point. I bought a truck in Minn. years ago and I'm from Ohio. Ohio requires sellers signature to be notarized when sold. Minn. notaries refused to do it as they said it wasn't needed and the were not allowed. Ended up having to go to Minn DMV and they refused. Said it was not needed.
I asked if they would call Ohio DMV and they would tell them that they required it. They did and ended up doing it after a LOT of hassle. Vehicle still had to be inspected when brought back to assure numbers matched before title was issued.
Bottom line is you have to do research in YOUR state as every state is different.
Make sure the numbers match BEFORE going to the DMV or you'll be in for an ordeal.
