The DOT women in a town I used to live in were pretty difficult to work with, too.
The group here in Waterloo are really nice. I haven't had any problems with getting titles transferred from any of the surrounding states. My VF has no title, though. But I have the tag, and my frame number is legible, so we'll see if I have trouble with that issue when the time comes..
