Some years ago I wrote an article for the WPC News and later revised it for the Plymouth Bulletin, it is titled Make That Plymouth Run. See if you can find it.
Some inexpensive tricks include use a 218 head on a 230. ( The extra water passage appeared on both in 1951). Match the intake ports with the intake manifold. Use an IAT distributor . Balance the entire unit dynamically, it does make it smoother. There is no real advantage in relieving these blocks. It will reduce compression. Dual intake and split exhaust. Make sure the main bearings have an oil groove all the way around. If not, have a machine shop groove them for you . The stock camshaft is ok but there are street grinds available. Shadbolt Cams in Vancouver BC did one for me recently.
