Hydrogen today is almost all made from natural gas. That's much cheaper than electrolyzing water. Basically, the carbon in the natural gas provides the energy needed to separate out the hydrogen, which is then used a fuel. Of course that carbon isn't available to power the engine, like it would be in a CNG vehicle, so rather than being an inefficient form of electricity, it's actually an inefficient form of natural gas.
