A friend who works in the oil business told me that the wholesale price of diesel fuel is tied to the world commodities markets, so when demand for diesel goes up in China or India, we pay more here, regardless of local production costs. He also said that the reason gasoline prices are dropping right now is that OPEC (or some other group) is lowering the price of oil in order undercut the Russian producers and capture more of the market. I have no idea if either one is true, but it wouldn't surprise me.
