Frame different from body Licencing?

If you build a PW with a body from one truck or multiple trucks put on another type of truck and frame how do you deal with the title? Do you title it to the frame or cab or what? Not talking the 48 PW but a different one like you see with all the new stuff, engine, driveline, interior etc. Just wondering how hard it is to make them happy.
