There only about .010" clearance inside between armature and the fire'd steel core. A bit of wear to the bushing in the nose end, and it rubs. Starters try to do 10,000 rpm, not much rub needed to slow them down. You can do a te,mprary fix until next pay day by shimming the one side between hose cone and body of starter. Or drive the bushing out and turn it 180 and re-install.
But that all is for slow cranking. No crank is other probs.
