66' 318 Poly timing marks

Bought complete brand new motor built by a local "professional" machine shop...all it will do is cough through carb... triple checked TDC dist. to #1...triple checked lash 15 in./22ex...cold ( haven't started to do warm)...question is...if builder was off on setting timing marks...would usual solid lifter lash sequence be all out of wack...using Mopar's solid lifter sequence....I bring up TDC on compression and do the 2 called out...then rotate 90* with degree wheel and do 2nd sequence...and so on...all seem to be off the lobe and in position to lash...if it was timed wrong....wouldn't that go out the window?...
Again....no back fires...just carb cough
