An "order of magnitude" is a factor of ten. A dollar is worth an order of magnitude more than a dime. It is not just another term for "lots more". Given that solar cells are now over 10% efficient, they cannot be improved by an order of magnitude, because if they were, they'd be over 100% efficient.
