Quite a few of the eastern depts have very snazzy rigs that they use on a regular basis, particularly in New Jersey, Pennsylvania, Maryland, etc.
You have to remember that they are (primarily) all volunteer, so the money they'd pay to career firefighters including retirement, worker's comp, et. al. goes toward buying all that fancy apparatus.
Trivia dept: Don't know if it's still true, but at one time, the largest city with a completely volunteer fire dept was Evanston, Indiana, with a population of around 130,000 (!)...
