The whole problem is caused by water combining with the metal to create galvanic corrosion,(rust).
Any penetrating lubricant will work. Get the water out, replace with penetrant. let soak for a couple days, gently wiggle every once in awhile.
These mechanisms are cheaply made and any significant force will ruin them. Patience is key.
Water is called the universal solvent. But, they weren't talked about freeing up metal parts. They were talking about water breaking down things which is what's happening to your windshield regulator.
