Seized window regulator

I have a windshield regulator that i pulled out of a truck. It is 100% complete and the gears are in excellent condition with no visible wear at all. The only Problem is its seized up. I soaked it in water for a couple of days because from what i read water is an excellent solvent for rusted bolts etc..Do you guys no any tricks for getting a regulator moving again. Ive worked with it and i have it moving a little bit.
