If the pickup tube enters the tank midway in the front, you might have a little room to play with. Tubes generally wear down closing the gap between it and the tank. If the tube enters at the top of the tank, you have a little more room. The problem you're going to have is that working a wire in a compacted situation will only compact the rust further.
If it were me, I would look for a bottle brush or some other item on a long thin twisted steel shaft and cut the brush or item off. Thin attach it to drill and slowly turn while forcing air in the tube.
