I don't think anybody is saying to leave a pre-load on the bearings. The bearings need room to "grow" when they reach operating temperature.
I did read one thing which said to leave two lb/ft torque on the rear bearings of front wheel drive cars. But, leaving bearings cinched up is likely to cause problems on vehicles driven at high speed. Given how are vehicles are usually operated, we can probably get away with anything.
The torque on the outer nut is not critical as long as it won't work loose. It serves, in conjunction with the washer, only to lock the inner nut.
The 1/6 to 1/4 turn to back off the inner nut is not a ball park figure. It varies depending on the thread per inch on the spindle. For general applications, there are tables available to decide how much the nut is backed off depending on thread pitch.
